("RGC") are governed by RGC Acceptance Criteria RGC ACWP-MOD (applicable to membranes accepted after July 1, 2023). The CSA Standard for these membranes, CSA A123.23 "Product specification for polymer modified bitumen sheet, prefabricated and reinforced", forms the backbone of the RGC Acceptance Criteria and has replaced the older CGSB Standard CGSB 37-GP-56M, which was first published in 1980 and last revised in 1985 (withdrawn in 2013). On March 8, 2024, the 2024 Edition of the "British Columbia Building Code" was published, removing reference to CGSB 37-GP-56M in Part 5 and requiring that all polymer-modified bituminous roofing membranes used in the Province of British Columbia conform to CSA standard A123.23 (See Table 5.9.1.1.. The CSA A123.23 Standard is also published in the National Building Code of Canada (2020), Part 5, Table 5.9.1.1.. The testing requirements of CSA A123.23 are wide-ranging and replicated in the CSA tables (7.1 and 7.2) at the end of the RGC Acceptance Criteria document. If a membrane conforms to the CSA standard, all of the test criteria will be displayed on a product technical data sheet, and the published values for the product will match or exceed the minimum requirements published in those tables (where minimum criteria apply). Additionally, most of the product criteria in the CSA standard require testing the material in both "machine direction" (MD), meaning the direction of manufacturing, and "cross-machine direction" (MX), meaning across the direction of manufacturing. This must be done both before and after temperature conditioning. These rigorous requirements mean that the reader should be able to review the following membrane properties, in both Metric and Imperial units, for SBS-modified membranes (the requirements for APP-modified products are similar): Thickness - 2 values Selvedge thickness - 2 values Mass per unit area - 2 values Back surface coating (only for heat-welded membranes) - 2 values Strain energy and peak load - 16 values Elongation at peak load, low temperature flexibility, low temperature flexibility after UV weathering, and compound stability - 8 values each Ultimate elongation and dimensional stability - 4 values each Resistance to puncture (where required) - "Pass" required Granule embedment (cap membranes only) - 2 values Not all SBS and APP polymer-modified membranes accepted by the RGC prior to July 1, 2023 publish technical data sheets that align with the newer CSA Standard. While the RGC provides manufacturer-supplied technical sheets for viewing in the Roofing Practices Manual, the RGC does not validate them; while manufacturers (RCABC Associate Members) are required by policy to inform the RGC of changes to a product (Policy A-041), some data sheets may not be current and may not conform to the standards they purport to align with. Therefore, the reader must verify this information independently of the RGC, to the reader's own satisfaction.
