1 General

The RoofStar Guarantee Program provides depreciation-free coverage for materials and workmanship, for five, ten or fifteen years (the Guarantee Period), made possible through a rigorous Quality Assurance and Quality Control program for all roofing and grade-level waterproofing Projects that (a) specify the Guarantee and (b) are constructed by RCABC contractor Members to meet the material and construction requirements of the Program. The RoofStar Guarantee Program is comprised of five principal requirements that make it successful and an internationally recognized model of how to control and ensure quality:

  • Independent Field Reviews – highly qualified, fully independent professional roof Observers who know and understand our RoofStar Guarantee Standards provide regular course-of-construction reviews to ensure each project is built with Accepted Materials, by qualified personnel, according to RoofStar Guarantee Standards. These same Observers review the performance of the Project after the first two years, and again during subsequent years (applicable to the 10 and 15-Year* Guarantees), and provide the Owner with reports that detail the Project condition and identify maintenance or repair needs, so that Owners can look after their investments.
  • RoofStar Guarantee Standards – clear, objective, evidence-based standards guide the construction of a Project guaranteed by the RCABC Guarantee Corp. (RGC). All RoofStar Guarantee Standards are published in the Roofing Practices Manual, which also lists currently accepted Materials that qualify for a RoofStar Guarantee.
  • Technically Qualified Installers – a RoofStar-guaranteed Project (currently applicable to only Waterproofing roofs, Architectural Sheet Metal roofs and at-grade Waterproofing) must be supervised and directed by Member employees who are recognized nationally with a Red Seal certificate for their expertise. Our policy dictate specific crew-size ratios, to ensure quality installation from beginning to end. Similar personnel requirements for other water-shedding roof guarantees are under development.
  • Membership – our Member Contractors commit themselves to provide the best workmanship in the industry, and that commitment is underwritten by demonstrable financial stability, a history of excellence, COR certification (for the best safety on the job), ethical standards and performance bonds held by the RGC.
  • Accepted Materials – a RoofStar-guaranteed Project is built with only pre-qualified, proven materials, and they are backed by Material Bonds collected from our manufacturing members. If it isn’t listed in the Roofing Practices Manual, it won’t qualify for a RoofStar Guarantee.

2 Guarantee Terms

Many waterproofing and water-shedding systems qualify for a RoofStar Guarantee, which is available for five (5), ten (10) or fifteen (15) year terms, for commercial, industrial, institutional, multi-family, stratified and residential projects. Requirements for all guarantee terms are located in Part 1 of Division A, and in each respective Standard for waterproofing or water-shedding systems.

3 Compliance and Performance Reviews

Every RoofStar Guarantee is issued jointly by the member Contractor and the RoofStar Guarantee Program (RGC), once the project has been completed and any significant deficiencies have been addressed by the Contractor. The Guarantee Period commences on the date of the Final Project Review, and expires on that anniversary five, ten or fifteen years hence, depending upon the Guarantee Period purchased by the owner. During the first two years of the Guarantee Period, the Contractor is directly responsible for any claims. Once the two-year Performance Review has been completed, and any outstanding deficiencies have been satisfactorily rectified by the Contractor, the RoofStar Guarantee Program assumes responsibility for the remainder of the Guarantee Period. Each ten-year (10) and fifteen-year (15) RoofStar Guarantee also includes independent Performance Reviews at specific intervals:

  • RoofStar 10-Year Guarantee - Performance Reviews at the five (5) and eight (8) year anniversaries of the Guarantee.
  • RoofStar 15-Year Guarantee - Performance Reviews at the five (5) year, eight (8) year and twelve (12) year anniversaries of the Guarantee.

These Performance Reviews are covered by the total cost of the Guarantee; reports from the project Observer provide owners with a detailed portrait of the project, and recommendations for any outstanding maintenance.

Should a leak occur that necessitates a claim, the RoofStar Guarantee Program claims process is simple and responsive, to get repairs done quickly and efficiently, anywhere in British Columbia.

4 Independent Observations

Project observations are required as part of the RoofStar Guarantee Program, and these must be conducted by RoofStar-accepted independent Observers who are employed by RoofStar-accepted firms located and doing business in British Columbia. Each RoofStar Guarantee includes the following work performed by an independent Observer:

  • A First Observation that includes an evaluation of the supporting deck surface and its suitability under the RoofStar Guarantee Standards for the project.
  • Regular observations, on a daily basis when possible or as otherwise mandated by the RoofStar Fee Calculator, during the course of project construction. These observations provide third-party oversight to ensure that the design, materials and application practices conform to the RoofStar Guarantee Standards and RoofStar-accepted Materials.
  • A Final Observation once the work has been completed by the Contractor.
  • Written reports that reflect observations and communication during the course of construction, inclusive of recommendations to the Contractor and to the RoofStar Guarantee Program.
  • A Performance Review conducted at the 2-year anniversary of the project completion date, presented in writing jointly to the building owner and the RoofStar Guarantee Program.
  • Subsequent Performance Reviews (for the 10-year RoofStar Guarantee only), conducted at the 5-year and 8-year anniversaries of the project completion date, presented in writing jointly to the building owner and the RoofStar Guarantee Program.
NOTE: A waterproofing integrity scan must be performed on grade-level waterproofing projects only, both upon completion of construction and at the 2-year anniversary of the project completion date, but this work is the responsibility of an RGC-recognized service provider listed in this Manual.

5 Requesting and Specifying a RoofStar Guarantee

Specifying authorities requesting the RoofStar Guarantee may insert the following wording into their specifications:

5.1 Quality Assurance

  1. Workmanship standards conform to the latest RoofStar Guarantee Standards as published in the RoofStar Roofing Practices Manual for a RoofStar Guarantee, unless modified by the contract documents to exceed these minimums.
  2. Independent Observations (preferred wording)
    1. performed using an independent observation company acceptable to the RoofStar Guarantee Program, the Owner and the consultant.
    2. performed as required by the RoofStar Guarantee Program.
    3. Observation costs are to be paid directly by the owner.
  3. Independent Observation (optional wording)
    1. performed using an Independent Observation company acceptable to the RoofStar Guarantee Program, the owner and the consultant, to be assigned by the RoofStar Guarantee Program.
    2. performed as required by the RoofStar Guarantee Program.

      Observation costs are included in this contract.

5.2 Guarantee

  1. Provide the RoofStar Guarantee for five, ten or fifteen years.
